Kevin Costin, LMSW
Executive Director

Kevin Costin was appointed Executive Director in 2006 after leading one of the most innovative criminal justice programs at the Brooklyn District Attorney’s Office for the previous 6 years —ComALERT, a re-entry program that includes health/mental health, substance abuse counseling, education, job placement, family re-integration and housing services for formerly incarcerated and court-involved individuals.  Mr. Costin has overall responsibility for CSEDNY operations, and reports to the Board of Directors. He received his BA from Harvard University and a Masters Degree in Social Work from the Columbia University School of Social Work. He has been very active in the not-for-profit community and has served on several Boards: as Director at the New York City Anti-Violence Project; as Director at CorbinDances; as Advisory Board member for the World Of Work track at the Columbia University School of Social Work; as Director at Hogan’s Residence; as a Trustee at the American Repertory Theater at Harvard University and founding member of “A.R.T. in N.Y.C.”; and as Director and Advisory Board member at Fort Green SNAP.

Louise DeCaro, LCSW
Associate Executive Director

Louise DeCaro oversees programs in Nassau County and Queens.  Ms DeCaro has 31 years of increasingly responsible administrative management positions in private and not-for-profit organizations, including 10 years with CSEDNY as a clinician, clinical director and then regional director. Ms. Decaro reports to the Executive Director. She has a Masters Degree in Social Work from Fordham University.

Julie Zaslav, LCSW CASAC
Associate Executive Director

Julie Zaslav oversees CSEDNY programs in Brooklyn and the Bronx. A CSEDNY employee for almost 20 years, Ms. Zaslav is also responsible for creating and successfully implementing substance abuse treatment programs for adults involved with the criminal justice system, including three CSEDNY treatment sites for young adults. She reports to the Executive Director. Ms. Zaslav has a Masters Degree in Social Work, a Post Masters Certificate in Clinical Practice from Adelphi University and is a Certified Alcoholism and Substance Abuse Counselor.
