Kevin Costin, LMSW
Executive Director

Kevin Costin was appointed Executive Director in 2006 after leading one of  the most innovative criminal justice programs at the Brooklyn District Attorney’s Office for the previous 6 years —ComALERT, a seamless one-stop prisoner reentry program that includes substance abuse treatment, job placement and housing services for parolees.  Mr. Costin has overall responsibility for CSEDNY operations, and reports to the Board of Directors. He has received his BA from Harvard University and a Masters Degree in Social Work from the Columbia University School of Social Work. Mr. Costin is very active in the not-for-profit community: He is a Trustee at the American Repertory Theater at Harvard University; on the Board of Directors of the New York City Anti-Violence Project; on the Board of Directors of CorbinDances; and an Advisory Board member for the World Of Work track at the Columbia University School of Social Work.

Louise DeCaro, LCSW
North Region Clinical Director

Louise DeCaro oversees programs in Nassau County and Queens.  Ms DeCaro has 31 years of increasingly responsible administrative management positions in private and not-for-profit organizations, including 10 years with CSEDNY as a clinician, clinical director and then regional director. Ms. Decaro reports to the Executive Director. She has a Masters Degree in Social Work from Fordham University.

Julie Zaslav, LCSW CASAC
South Region Clinical Director

Julie Zaslav oversees CSEDNY programs in Brooklyn and the Bronx. A CSEDNY employee for almost 20 years, Ms. Zaslav is also responsible for creating and successfully implementing substance abuse treatment programs for adults involved with the criminal justice system, including three CSEDNY treatment sites for young adults. She reports to the Executive Director. Ms. Zaslav has a Masters Degree in Social Work, a Post Masters Certificate in Clinical Practice from Adelphi University and is a Certified Alcoholism and Substance Abuse Counselor.

Catherine Rossi, LCSW
Director of Clinical Operations

Catherine Rossi became Director of Clinical Operations in 2010. Ms. Rossi has held positions of increasing responsibility at CSEDNY as a clinician, supervisor, assistant clinical director and clinical director since 2004. Now responsible for implementing new initiatives like electronic records and expanding specialty programs, she reports to the Executive Director. Ms. Rossi earned a MSW at NYU Silver School of Social Work in 2004, and has a Master’s degree in psychology from The Sapienza University in Rome, Italy. She is currently training in family therapy at Ackerman Institute for the Family.

Arnold E. Morse
Fiscal Director

Arnold Morse manages the Fiscal operations at CSEDNY, including the agency’s independent audits, government contracts and internal fiscal staff. Mr. Morse has 31 years experience in the Finance area, 25 as a Controller or Chief Financial Officer, including not for profit and for profit organizations. Mr. Morse reports to the Executive Director.  He has a BBA in Accounting from George Washington University, and an MBA in Management of Information Systems from New York Institute of Technology.
